Anies Issues Gubernatorial Decree No. 925/2021 on PPKM Level 4

Seeing COVID-19 developments for the last 14 days, Jakarta Governor, Anies Baswedan issued Gubernatorial Decree (Kepgub) No. 925/2021 on Enforcement of Public Activity Restriction (PPKM) Level 4 Coronavirus Disease 2019 for five days, on July 21-25, 2021.

God willing, all of our efforts can give results in the next five days

Anies stated that the policy is implemented to follow up Home Affairs Minister's Instruction No. 22/2021 on Enforcement of Public Activity Restriction (PPKM) Level 4 Coronavirus Disease in Java and Bali.

"Efforts to restrict public activities will continue by considering number of cases on the field. God willing, all of our efforts can give results in the next five days, if we continue to be disciplined, not careless, not tired to always comply with health protocol. I also don't get tired of encouraging all ranks, all elements of society to continue strengthen collaboration, support each other in this pandemic situation," he said as quoted from Jakarta PPID Press Release.

COVID-19 health protocol implementation and sanctions mentioned in Gubernatorial Decree are carried out in accordance with provisions in Gubernatorial Regulation (Pergub) No. 3/2021 about Regulation in Implementing Regional Regulation No. 2/2020 about COVID-19 Handling.

Here are types of restrictions for PPKM Level 4:

1. Activities at office/workplace

- Non-essential sector: Work from home (WFH) 100%.

- Essential sector related to finance and banking, such as insurance, bank, pawnshop, pension fund, and financial institutions which oriented to face-to-face service with customers:    

a. Work From Office (WFO) 50% for locations related to pubic service with stricter health protocol.

b. Work From Office (WFO) 25% for office administration service to support operation with stricter health protocol implementation.

- Essential sector: a. capital market (which is oriented towards customer service and good capital market operation); b. information and communication technology, including cellular operators, data centers, internet, postal services, media related to dissemination of information to public; and c. non-COVID-19 quarantine handling hotels. Implementing 50% of Work From Office (WFO) with stricter health protocol.

- Essential sector for export orientation industry where company must provide evidence of sample documents for Export Declaration (PEB) for the last 12 months or other documents that show export plans and required to have Operational and Mobility Permits (IOMKI).

a. Work From Office (WFO) 50% only for production facilities/factories, with stricter health protocol implementation.

b. Work From Office (WFO) 10% for office administration service to support operation with stricter health protocol implementation.

- Essential Sector in government sectors that provide public services that cannot be delayed: Work From Office (WFO) maximum 25% with stricter health protocol implementation.

- Critical sector:

a. Health; and b. Security and Order

Work From Office (WFO) 100% with stricter health protocol implementation.

-Critical sector:

a. disaster management; b. energy; c. logistics, transportation, and distribution, especially for basic needs; d. food and drink and e. supportive sector, including livestock/pets; f. fertilizers and petrochemicals; g. cement and building materials; h. national vital object, i. national strategic projects; j. construction (public infrastructure); and k. basic utilities (electricity, water, and waste management):

a. Work From Office (WFO) 100% only on production facilities/construction/public service with stricter health protocol implementation; and

b. Work From Office (WFO) 25% for office administration service to support operation with stricter health protocol implementation.

2. Teaching and Learning Activities

-School/College/Academy/Education/Training Place:

Distance learning/online

3. Activities in Daily Needs Sector

- Supermarkets, grocery stores, and mini markets that sell daily necessities: Operational hours are limited to 20.00 WIB with visitor capacity 50% and stricter health protocol implementation.

- Traditional markets: Operational hours are limited to 13.00 WIB with visitor capacity 50% and stricter health protocol implementation, especially for central market, it can operate according to operating hours

- Pharmacies and drug stores: Can be open for 24 hours with stricter health protocol implementation.

4. Eating/Drinking Activities in Public Places

- Food stalls, restaurants, cafes, street vendors, hawker center (both located in separate locations and those located in shopping centers/malls): Only accept delivery/take away and do not accept dine-in

5. Activities at Shopping Centers/Malls/Trade Centers

- Shopping centers/malls/trade centers: Temporarily closed, but access to restaurants, supermarkets, and mini markets are still allowed, by complying with provisions on critical sectors and activities in points 1 and 4

6. Construction Activities

- Construction sites for public infrastructure (construction sites and project sites): Operated 100% by managing operational hours, capacity, with stricter health protocol implementation.

7. Worship Activities

- Places of worship (mosques, prayer rooms, churches, temples, vihara and pagodas and other places that function as places of worship):

a. not holding congregational worship/religious activities during PPKM; and

b. optimizing the implementation of worship at home.

8. Activities at Health Service Facilities

- Health care facilities: 100% operating, with stricter health protocol implementation

9. Activities in Public Areas and Other Places That Can Cause Crowds

- Public areas, public parks, public tourist attractions and other public areas: Temporarily closed

- Wedding Reception Venue: Temporarily suspended

- Locations for arts, culture, sports facilities, and social activities that can cause crowds: Temporarily closed

10. Activities on Mode of Transportation

- Public Transport, Mass Transportation, Taxis (Conventional and Online) and Rental Vehicles: Maximum passengers 50% of capacity, with stricter health protocol implementation.

- Motorcycle Taxis (Online and Conventional): passengers 100% of capacity, with stricter health protocol implementation.
